Board Notes 4/10/17

Last evening the North Butler Board of Education took the following actions:
1.     Held 17-18 Budget Hearing
2.     Approved FY 18 budget certification
3.     Approved Budget Guarantee for FY 18
4.     Set election for Revenue Purpose Statement* for June 27th, 2017 from 12-8 PM
5.     Approved IAEP purchase agreement with AEA
6.     Approved website migration to SOCS**
7.     Approved migration from JMC to Infinite Campus effective 7/1/2017**
8.     Approved student field placement agreement with BVU
9.     Approved adult rec softball league providing that the group can provide proof of insurance and follow policies for activities on school grounds
10. Approved all personnel recommendations
* Language for Revenue Purpose Statement is as follows, and is a continuation of currently voted language.

Revenue Purpose Statement
North Butler Community School District

Pursuant to the provisions of Section 423F.3, Code of Iowa, the North Butler Community School District hereby adopts and submits to the Commissioner of Elections of Butler County, Iowa, this Revenue Purpose Statement to be submitted to the electors at an election to be held June 27, 2017.

Money received by the North Butler Community School District from the State of Iowa secure an advanced vision for education fund may be spent for any one or more of the following purposes:

To provide funds for property tax relief.

To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities.

To provide funds for the purchase, lease or lease-purchase of buildings, equipment (including transportation and recreation equipment), or technology, as authorized by law, to implement energy conservation measures, sharing or rental of facilities, procuring or acquisition of libraries, or opening roads to schoolhouses or buildings.

To provide funds for emergency repairs to respond to natural disasters, such as fire, wind damage, flood; unanticipated mechanical, plumbing, structural, roof, electrical system failures; environmental remediation; or to respond to changes in demographics that require construction of additions or improvements to school buildings or new school buildings.

To provide funds to establish and maintain public recreation places and playgrounds; provide for supervision and instruction for recreational activities; or for community education purposes; and other authorized expenditures and purposes as now or hereafter permitted by law and designated by the North Butler Community School District.

To provide funds for the payment of principal and interest or retirement of general obligation bonds issued for school infrastructure purposes, energy improvement loans, loan agreements authorized by Iowa Code section 297.36, sales, service and use tax revenue bonds issued under Iowa Code section 423E.5.

            Section 3.        That an election is called of the qualified electors of the North Butler Community School District in the Counties of Butler and Floyd, on Tuesday, June 27, 2017.  The following Proposition is approved, and the Secretary is authorized and directed to submit and file the Proposition for the Ballot with the Butler County Commissioner of Elections not less than forty-six days prior to the date of the special election:

Summary:  To adopt the revenue purpose statement to replace the current Revenue Purpose Statement and authorize the expenditure of revenues from the State of Iowa secure an advanced vision for education fund received by the North Butler Community School District.

In the North Butler Community School District, the following Revenue Purpose Statement which specifies the use of the sales, services and use tax funds from the State of Iowa secure an advanced vision for education fund for school infrastructure (penny sales, services and use tax for schools) shall be adopted:

To provide funds for property tax relief.

To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities.

To provide funds for the purchase, lease or lease-purchase of buildings, equipment (including transportation and recreation equipment), or technology, as authorized by law, to implement energy conservation measures, sharing or rental of facilities, procuring or acquisition of libraries, or opening roads to schoolhouses or buildings.

It being understood that if this proposition should fail to be approved by the voters, such failure shall not be construed to terminate or restrict authority previously granted by the voters to expend receipts from the secure an advanced vision for education fund. 

If approved, this Revenue Purpose Statement shall remain in effect until replaced or amended by the North Butler Community School District.

**NB will provide training for both SOCS and Infinite Campus. We will have staff members who receive extra training so that they are able to assist with any issues that arise. (Both seem to be more user friendly than our current systems, just will be change/growing pains I am sure)
